The cellphone lot in JFK is the best place to wait for arrivals. Years ago, this lot use to be dead empty, almost as if nobody knew about it. Now it's jammed packed with taxi drivers and few non-taxi licensed vehicles. If I was head of security at JFK and in charge of securing the perimeter of JFK, I would direct everyone to this lot.
